How much does the consultation cost?

Is the prescription valid at pharmacies in other EU countries?

Yes. It is a Spanish-issued electronic prescription recognised at pharmacies across all 27 EU member states under Directive 2011/24/EU. In Spain the pharmacy scans the QR code; elsewhere in the EU the pharmacist dispenses the locally-marketed equivalent of the same active ingredient.
